Integration of Anti-Corruption and National Defense Education in the Twelve-Year Compulsory Education System: A Comparative Study of the Danish and Singaporean Models

Corruption in Indonesia not only causes state financial losses but also undermines moral integrity, legal culture, and national character. Existing anti-corruption efforts, which predominantly rely on law enforcement, have proven insufficient in creating sustainable deterrence, thereby necessitating a preventive approach through education. This study aims to examine the conceptual gap in integrating anti-corruption education, national defense education, and the twelve-year compulsory education policy, as well as to formulate an integrative national curriculum model. This research employs a normative juridical method with a comparative approach, analyzing educational systems in Denmark and Singapore as countries with low corruption levels. The study utilizes secondary data collected through literature review and analyzed qualitatively. The findings reveal that Denmark emphasizes a cultural approach by internalizing values such as honesty, transparency, and social trust, while Singapore adopts an institutional approach through a structured education system, transparent school funding, and rigorous teacher selection. Indonesia has the potential to integrate these approaches through a value-based curriculum that incorporates regulatory, pedagogical, and evaluative dimensions. This study concludes that integrating anti-corruption and national defense education within the twelve-year compulsory education system constitutes an effective preventive strategy to cultivate integrity-driven and nationally conscious citizens. The findings offer policy recommendations for developing a comprehensive national curriculum to support the realization of Indonesia Emas 2045.
Abstrak
Korupsi di Indonesia tidak hanya menimbulkan kerugian negara, tetapi juga menggerus integritas moral, budaya hukum, dan karakter kebangsaan. Pendekatan pemberantasan korupsi yang selama ini berfokus pada penindakan belum mampu memberikan efek jera yang berkelanjutan, sehingga diperlukan strategi preventif berbasis pendidikan. Penelitian ini bertujuan untuk menganalisis kekosongan konseptual dalam integrasi kurikulum antikorupsi, pendidikan bela negara, dan kebijakan wajib belajar 12 tahun, serta merumuskan model kurikulum nasional yang integratif. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan komparatif terhadap sistem pendidikan di Denmark dan Singapore sebagai negara dengan tingkat korupsi rendah. Data yang digunakan berupa data sekunder yang diperoleh melalui studi kepustakaan dan dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa Denmark menekankan pendekatan kultural melalui internalisasi nilai sosial seperti kejujuran, transparansi, dan kepercayaan publik, sedangkan Singapura mengedepankan pendekatan institusional melalui sistem pendidikan formal yang terstruktur, transparansi pendanaan, serta seleksi tenaga pendidik yang ketat. Indonesia memiliki peluang untuk mengintegrasikan kedua model tersebut melalui desain kurikulum berbasis nilai (value-based curriculum) yang menggabungkan pendekatan normatif-regulatif, pedagogis, dan evaluatif. Penelitian ini menyimpulkan bahwa integrasi kurikulum antikorupsi dan pendidikan bela negara dalam sistem wajib belajar 12 tahun merupakan strategi preventif yang efektif untuk membentuk generasi berintegritas dan berkarakter kebangsaan. Implikasi penelitian ini memberikan rekomendasi kebijakan bagi pemerintah dalam merumuskan kurikulum nasional yang komprehensif guna mendukung terwujudnya Indonesia Emas 2045.
