AKSESIBILITAS LAYANAN PADA PROGRAM SATELIT B-11 DI TAMAN BACAAN MASYARAKAT RUMAH BACA UJUNGBERUNG (TBM-RBU)

Abstract

ABSTRAK

Penelitian ini dilatarbelakangi adanya keinginan dari Taman Bacaan Masyarakat Rumah Baca Ujungberung Bandung (TBM RBU) dalam mengatasi permasalahan masyarakat setempat yang sulit untuk mengakses informasi dimana akses informasi dirasa tidak merata. Penelitian ini bertujuan untuk mengetahui bagaimana TBM RBU menyediakan akses layanan informasi pada program satelit b-11 melalui tahap perencanaan, pelaksanaan, monitoring sampai pada evaluasi. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data melalui wawancara, observasi, dan studi pustaka. Hasil penelitian menunjukan (1) TBM RBU telah Menyusun perencanaan sesuai dengan keadaan di lapangan, baik dari segi jadwal, waktu, lokasi layanan, menentukan sasaran program, menentukan petugas layanan dan menjalin kemitraan dengan sponsor; (2) Perencanaan yang telah disusun, telah dapat dilaksanakan oleh TBM RBU. Pada pelaksanaan tersebut, terdapat kendala berupa jumlah bahan bacaan yang tersebar dinilai terlalu banyak dan kurangnya aspek keamanan sehingga banyak rak buku yang hilang; (3) Pada tahap monitoring dan evaluasi diketahui bahwa aksesibilitas layanan pada program satelit b-11 telah berjalan sesuai dengan perencanaan dan tujuan program. Oleh karena itu program satelit b-11 dapat dilanjutkan pelaksanaannya oleh TBM RBU.

ABSTRACT

This research is motivated by the desire of Taman Bacaan Masyarakat Rumah Baca Ujungberung Bandung (TBM RBU) in overcoming the problems of local communities who find it difficult to access information where access to information is felt to be uneven. This research aims to find out how TBM RBU provides access to information services on the b-11 satellite program through the stages of planning, implementation, monitoring to evaluation. The research method used in this research is a qualitative method with a case study approach. Data collection techniques through interviews, observation, and literature study. The results showed (1) TBM RBU has compiled planning in accordance with the circumstances in the field, both in terms of schedule, time, service location, determining program targets, determining service officers and establishing partnerships with sponsors; (2) Planning that has been prepared, has been implemented by TBM RBU. In this implementation, there are obstacles in the form of the amount of reading material that is spread is considered too much and the lack of security aspects so that many bookshelves are lost; (3) At the monitoring and evaluation stage, it is known that the accessibility of services in the b-11 satellite program has been running in accordance with the planning and objectives of the program. Therefore, the b-11 satellite program can be continued by TBM RBU.
