Damage to concrete road infrastructure, including surface cracking, layer peeling, and structural subsidence following the implementation of the PNPM Mandiri Perdesaan programme, indicates suboptimal quality control in community-based construction practices. This study aims to identify factors influencing construction quality, determine the most dominant factor, and formulate quality control recommendations suitable for community-managed (swakelola) projects. A quantitative descriptive approach was employed, with data collected through questionnaires distributed to 80 respondents in Gajah District, Demak Regency. The data were analysed using multiple linear regression with SPSS v.21. The results indicate that labour, funding, materials, work methods, and time have a statistically significant effect on construction quality (p < 0.05), while equipment has no significant effect. The model yields F = 37,786 and R2 = 0,756. The work method variable is identified as the most dominant factor (26%), followed by funding (23%), time (21%), labour (16%), and materials (14%). Effective quality control in community-based construction requires strengthening human resource capacity, enhancing technical supervision, and ensuring consistent implementation of occupational health, safety, and environmental (K3L) standards, as well as standard operating procedures.
