Analisis Operasional dan Kelayakan Finansial Kereta Bandara Soekarno – Hatta dalam Skema PSO

Kereta Bandara Soekarno–Hatta (Basoetta) merupakan layanan transportasi strategis yang mendukung konektivitas perkotaan dan bandara serta dilaksanakan dalam kerangka pelayanan publik melalui skema Public Service Obligation (PSO). Penelitian ini memiliki tujuan menganalisis operasional dan kelayakan finansial layanan kereta Bandara Soekarno-Hatta pada rute Manggarai – Batu Ceper, khususnya pada konteks perubahan pengelolaan dan penerapan subsidi skema PSO. Penelitian ini menggunakan metode kuantitatif dengan data sekunder dan dianalisis menggunakan Pedoman Perhitungan Tarif Angkutan Orang dengan Kereta Api sesuai PM Perhubungan Nomor 17 Tahun 2018. Dalam analisisnya meliputi biaya operasional kereta (BOK), tarif dasar, kompensasi PSO, dan evaluasi dari kelayakan finansial menggunakan instrument Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), dan Payback Period (PBP). Hasil penelitian menghasilkan biaya operasional didominasi penggunaan energi,sumber daya manusia dan perawatan sarana,analisis tersebut menunjukan tarif BOK lebih tinggi disbanding tarif eksisting saat ini, sehingga membutuhkan dukungan PSO. Secara finansial layanan ini dinyatakan layak berdasarkan NPV positif dan BCR >1, meskipun belum memenuhi Analisa IRR. Penelitian ini berkontribusi dengan memberikan bukti empiris mengenai peran PSO sebagai instrumen penyeimbang antara keberlanjutan finansial operator dan tujuan pelayanan publik pada layanan kereta bandara di Indonesia.
